Add more microarchitectures to `jcarbon.cpu.rapl`

The legacy native jrapl code needs to be updated to include modern microarchitectures. Someone will have to go through the old codebase and use the information there to work toward unsupported archs (https://github.com/aservet1/jRAPL).
