cmd,manifests: Remove unused directories after the transition to the operate-first organization #15

Remove the cmd/postgres-runner directory as it's no longer relevant. Remove the manifests directory as we use kustomize to handle the lifecycle of the curator stack right now, and the postgres prerequisite is treated as a manual step right now for interacting with the curator stack.

This is largely a no-op and CI is passing so I'm going to manually push this through.
