As a developer, I want to know how to setup and interact with the project so that I can efficiently .

The make commands should be consistent between koku and masu
Document how to deploy everything in OpenShift, and how to get a DB and Rabbit in OpenShift

I believe Brett's PR and some follow-ons have greatly improved this. If we need to do more, lets open some smaller more concise issues.
