Re-label the advanced search date options

Problem Description: The advanced search single field dates has inconsistent wording for its equal options.

Expected Behavior/Solution: Update the labels for the equal options to create consistency.

Requirements:

• the date option of equals must be changed to equals to
• the date option of not equals must be changed to not equals to.
• help text must be updated to include the new labels
