Problem Description: Update the HAL Link: [hal link name] to include works about concept records on concept records.

Expected Behavior/Solution: Create new HAL link for Concept records to display Works about the Concept.

Requirements:

• Update HAL Link Query [HAL Link Name]

Needed for promotion: If an item on the list is not needed, it should be crossed off but not removed.
