Initial typescript scaffold #1

Followed the instructions from here: https://svelte.dev/blog/svelte-and-typescript

Only ported constants.js to typescript as it is the easiest. :) As Will more more of the scripts later, but wanted to have the initial structure there in place to build upon.

I have run yarn dev and yarn build with success

thanks, since types directory was merged in 9d375f0a33d0e82e17a62d32fc5b5023350307bb I think we can close this.
