Add FGDC Schema mappings for CSDGM and ISO 19115 #426

Thanks! It's pretty clear how much effort went into this, so it's much appreciated!

The formatting wasn't working with GitHub pages markdown and there were a bunch of other formatting issues as well. I went through and cleaned those all up and also made some updates to the intro. Currently this is being tracked on my fgdc-v1.1-crosswalk branch https://github.com/philipashlock/project-open-data.github.io/compare/fgdc-v1.1-crosswalk

The original commit was incorporated into #428 so I'll close this one and put attention there.
