Update glossary.md #436

Seems odd to have GitHub here. I'm not sure how it relates to open data. I know we all love it, but it implies the federal government is endorsing a particular vendor. Maybe Git would be more appropo since it's an open source project.

Hi, @lukefretwell. That's a great point and I'd normally agree with you. I think it may be justified here since GitHub is discussed in the content of Project Open Data (especially on the Governance page). It then seems reasonable and appropriate to include it in the glossary.

Agree with @gbinal on this one. This is a meta clarification rather than a vendor endorsement, which seems hard to avoid.
