There are a few components here that seem like they might not be put under the right heading.

In general it would be great to use more of the subheadings from each of the frameworks headings. With Tools & Resources merged together, it seems like it'd at least be good to separate those with subheadings for "Apps" and "Documentation" or something.

I think we should also list the Dashboard under the Performance section.

I wonder if we should get rid of the numbering system once and for all since we just keep changing it: https://github.com/project-open-data/project-open-data.github.io/pull/215 - We could try to use permalinks instead of referencing section headings.
