There are a few components here that seem like they might not be put under the right heading.
- The main policy document is listed under Strategic Priorities (Value Drivers, Stakeholder Management). Shouldn't the policy be under Governance (Policies, Principles, Standards)?
- It looks like a lot of the implementation guidance (including the page called "Implementation Guidance") is listed under Governance rather than Management Practices (Case Studies, Implementation Guidance)
- The Figure 1 image would probably make more sense after all the text in the Background section. Right now the line that starts with "Anyone – government employees..." looks like it should be a caption for the image.
In general it would be great to use more of the subheadings from each of the frameworks headings. With Tools & Resources merged together, it seems like it'd at least be good to separate those with subheadings for "Apps" and "Documentation" or something.
I think we should also list the Dashboard under the Performance section.
I wonder if we should get rid of the numbering system once and for all since we just keep changing it: https://github.com/project-open-data/project-open-data.github.io/pull/215 - We could try to use permalinks instead of referencing section headings.
