add the Project Open Data Dashboard to Project Open Data

Move the Project Open Data Dashboard to Project Open Data. Preferably to: https://project-open-data.cio.gov/dashboard

This seems like a no-brainer to me in terms of discoverability (both for the public and government implementers), but also because Evaluation and Ways to Improve should be tied closely together.
