Purged Linkrot #579

fixed all the broken links. got all but one from whitehouse.gov to point to obamawhitehouse.gov, fixed that via wayback machine. acquisitions.gov is down, so used wayback there as well. csrc.nist.gov is still up, but i did save it in the wayback just for safe keeping.

i wasn't aware the links would go back up on whitehouse.gov. if so, apologies; from what i gather, new admins come in and don't worry about what was there prior.

just tried the first three links, they all 404 not redirect. also, the markup on the policy memo page is broken, showing the html and not providing links.
