remove dead link to goals.performance.gov #611

The link to goals.performance.gov no longer works so I have a PR to remove it.

If goals.performance.gov has moved then you can treat this PR as an issue to update it to the current location.

It might be more proper to link to this archive site somewhere: https://obamaadministration.archives.performance.gov/content/open-data.html

Also FYI, there is a new Performance goal: https://www.performance.gov/CAP/CAP_goals.html but the data related goal is broader than the last one.

The previous CAP Goal included specific M-13-13 quarterly milestones, such as setting up an inventory. Continued progress can still be observed on the Project Open Data Dashboard.

The new [data CAP Goal]9https://www.performance.gov/CAP/CAP_goals.html) is relevant and may be referenced as guidance in the future, but since it is still forming specific milestones, I think it makes sense to remove this link for now to not cause confusion.
