Initial RPM packaging #90

First cut at making RPM packaging for Receptor.

One note about this: I changed the format of the git-derived version specifier to include only the commit hash, not the time, because having the time constantly changing was screwing up the build process. (Eg if you run "make mock-srpm" then run "make mock-rpm" it can't use the srpm it just built, because the time and therefore all the filenames have changed.)
