Update appveyor.yml for caching #215

Need to apply caching of pm-uninstall and ActivePerl site directory.

Connects with https://github.com/project-renard/devops/issues/51.

Coverage remained the same at 96.909% when pulling 1d1013ee43f40b5132738f3054ebe4bafe5b5bd5 on devops-51-update-appveyor into 6129b3e82943295aef8f63647d23f64a8812fb6f on master.
