High level encounter missing 'The One' at the Hard Luck Ruins in Southern Foul Hills

Describe the bug The high level encounter named The One or its placeholder Harbringer of the One, are not at their location in Hard Luck Ruins in Southern Foul Hills, but the 4 Followers are there and respawn as expected. I was here a week ago, and another time prior to that, and have not seen the mob there. Today I killed the 4 Followers of the One about 12 times just to stay in the area for a while and no change. I did explore the surrounding area looking for a possible pulled mob situation but found only the expected, lower level mobs. I did notice all the doors to the buildings at the Hard Luck Ruins location are white or missing.

Steps to reproduce the behavior:

1. Go to the Hard Luck Ruins in Southern Foul Hills
2. Observer where The One, or Harbringer of the One should stand.
3. See that he is not there and repeat with no change.

Expected behavior The One should be found at the Hard Luck Ruins in Southern Foul Hills. There are 4 Followers of The One that are there currently and respawn after killed which guard The One (level 200) or it's placeholder Harbringer of The One (level 185-190).
