ToTW: Re-Animator npc is missing #939

Reproduction steps

1. Enter ToTW.
2. Have a bad day and decide to take it out on the Re-Animator npc.
3. He is not there.

Expected results

You are happy to have killed the Re-Animator and having put an end to this undead cult once and for all.

Actual results

You are unhappy.

Bug prevalence

Every time.

The Re-Animator is currently not spawning, which understandably leaves people unhappy.
