Explore / View all politicians from a legislature for a year #12

On the politics seating chart, users currently need to hover/click on each dot to see a representative.

We should allow these visualizations to be clicked in aggregate, and when clicked users can be brought to the search page, where they see the cards of the group of representatives they clicked.

User Story; As a user, once I have filtered to a year on the rundown page, I am able to click on a group of politicians and be brought to a page that shows cards of who they are and how they are related. In the below screen cap, 1, 2, and 3 would be clickable (1 being the "Search" cards of everyone in the senate, 2 being everyone in house, and then 3 could bring you to cards for all of them).

Users journey starts here image

Clicks bring them here (where we would add the year filter as well) and hold their previous selections (united states house in 2021)... image

Longer term -- once the graph view is revived -- we could take this further and bring them to even more customized "Search" views that show clustering of different reps based on their relationships (dem v republican, whose on which committee with who, etc)...

@gerard070 chopped this up a bit to clarify your initial notes and added #15. It's not only year filtering we need to add but also the legislature. This could be combined since the year is specific to the role they were serving, I need to give it a little more thought.
