[x] Describe how to access the additional registers added to the Capstone-RISC-V ISA (and the access control of these registers) in Pure Capstone and TransCapstone.
[x] Describe how to get the initial capability (i.e. CAPGET or other alternative methods).

I'm going to add instructions for reading and writing cih and ceh. Those would be similar to the instructions for manipulating capability CSRs in CHERI.
