Neither Linphone nor Cheese applications can not detect Logitech QuickCam USB device.
To Reproduce Steps to reproduce the behavior:
Webcamd is running
webcamd user is added to operator and wheel groups
usbconfig shows ugen assignment
editing /etc/devfs.rules.trident and /etc/default/devfs.rules
with
add path 'usb/*' mode 0660 group operator
not solved issue.
The application Cheese suggested
pw groupmod webcamd -m me

Expected behavior
Linphone video dialogue box does not show the device
Cheese reports threre's a problem with the device.
OS Version:
FreeBSD trident-4729 13.0-CURRENT FreeBSD 13.0-CURRENT GENERIC-NODEBUG amd64
Linphone video now works [selects v4l2]. Not sure if Update 4 or installing webcamoid application caused the change.
The application Cheese still fails to locate webcam device.
