establish a pypeline info datbase #32

Should have: 1) lockout state for system or particular instruments 2) list of instruments with data such as their units, if they have get(), set(), or both 3) other things?

(2) is done, but data for instruments is not currently complete

(3): want a flag for which sensors to include in a full dump (3): want to know if a sensor is "active" and in what way(s) (ie responding when get set etc are sent to dripline) (3): for things that Set(value), have a reasonable (safe?) default value

I'm closing this for now because it isn't so clear what it should look like at the moment. Once gpypeline stabilizes and the database gets better populated this may reopen.
