Program not starting #472

The problem I am having is on the computer, I am running windows 7 64-bit. I 
have properly installed the program several times, including re-downloading the 
program and reinstalling it. The program installs properly, but when it comes 
time to launch the program it does not initialize. The problem became apparent 
after I installed Java 7 update 3. I have checked the system processes and 
services on my computer looking for and related processes the only processes 
that could be related are googlecrashhandler which had two instances.
