Oxygen framework for configuration files #257

Includes build.xml targets to generate an Oxygen add-on for the framework.

URLs of add-on.xml and the framework Zip file obviously should be changed to refer to 'projectEndings'.

@tgraham-antenna We're not convinced that the use-case warrants adding the additional build step and maintenance burden into staticSearch itself. Config files are validated as part of the build anyway, and it's easy to add a schema association to your config file for yourself. If you would like to create releases of the framework from your own repo, we'll be happy to point to them from our documentation.
