[Feature request] Add Spout output support #69

As an analogue to #62, we should also add Spout support on Windows. This, plus the OpenSoundControl interface from issue #67 would make projectMSDL an easy-to-use extension to Resolume Arena and other applications.

This issue is open to be grabbed by anyone who wants to implement it. If there are questions regarding the integration, feel free to ask here or in our Discord.
