Add 'README.rst' to 'misc/hv_prebuild' tool folder #5580

There is a tool under misc/hv_prebuild in the ACRN source code repository. I believe this is not a user-facing tool but rather something used by the ACRN build system. It would be useful to have a short README.rst file in that repo to briefly explain what's in there, that will help users to understand if they should care about the content or not ;-)

@terryzouhao , who would be the right person to write/explain what this hv_prebuild tool is about?
