[CFL][hybrid_rt] TPM can not work in pre-launched RTVM #5614

Environment

BIOS Information Vendor: INSYDE Corp. Version: Z01-0001A027 Release Date: 10/14/2019 BIOS Revision: 1.28 * Base Board Information Manufacturer: Logic Supply Product Name: RXM-181 Version: Type2 - Board Version image: http://sit-image.sh.intel.com/temp/wenling/EBP/ww50.1/

Test case: 271325_fTPM passthru_TPM device nodes probe on post-launched VM 271325_fTPM passthru_generate random characters on post-launched VM

Steps boot HV, SOS and pre-launched RTVM on CFL in pre-lanuched RTVM, check fTPM cases, result Fail

Expected result fTPM is passthru into pre-launched RTVM and works well in RTVM

Actual result can not find fTPM devices in pre-launched

Reproduce rate 5/5

Debugging info fTPM works well in native env (boot with pre-launched RTVM kernel and rootfs)
