blog: new post to introduce Fedora Atomic Workstation #517

I tried to keep the text somewhat accessible even from people less familiar with Atomic Host/Project Atomic in case folks are "cold-linked" to the post from somewhere else.

@miabbott I debated on that. Though given that it's not really formed yet and we haven't had our first meeting and the wiki page is marked "temporary", it felt a little too premature to invite readers. :) I did link to atomic-devel though, which is probably the best place right now to chat about issues/design ideas?
