proxy setting of rpm-ostree doc needs updating #547

This file /etc/yum.repos.d/CentOS-Base.repo according to proxy-settings doesn't exist now.

It depend on the version of Atomic, what version did you try on ? (I guess it might be clearer if we qualify the example)

I use fedora atomic atomic -v 1.22.1 os-tree --version 2018.2 @mscherer

Ok so yeah, it would be another file. (cause dnf, cause different filename). Not sure what would be the best way to not duplicate the filename or be harder to read :/
