AuthN: Openstack Keystone via Keystone Token Auth #28

@intlabs noted it would be nice to have Openstack Keystone Token as a backend for authn.

See #21 as a good example of a Keystone authN plugin.

@intlabs noted it would be nice to have OpenStack Keystone via it's middleware component as a backend for those who want to use Commissaire inside of OpenStack.

Per Community Meeting this issue is being rescoped to provide a KeystoneTokenAuth plugin.
