CBP: Organizational Re-do #39

Re-orged the CBP document for current approach. Both the document and file structure was altered in an effort to make progress towards an action oriented reference document.

Fixed Makefile and ensured things build without error.

I was able to do a "make all" and generate an index.html which presented all the content properly.

LGTM.
