Correct the order of drafting the release and updating to dev version #421

Currently, in gem releasing docs, the order of updating to dev version and drafting the release is wrong.

It should be opposite, i.e. we should draft the release first and then update the dev version and push to upstream master. Reason behind is that if someone download the zip from released published he will get the version as dev version.

Experienced by @praveenkumar while bundling the plugin in cdk.zip.

I am following from last couple of releases now.
