VIEW_COMPONENT_VERSION in .env is not an actual view_component version #3077

Steps to recreate on main:

rm -rf Gemfile.lock .internal_test_app
docker-compose up
Note that you get the following warning:

blacklight-app-1   | Could not find gem 'view_component (= 2.6.6)' in rubygems repository
blacklight-app-1   | https://rubygems.org/ or installed locally.
blacklight-app-1   | 
blacklight-app-1   | The source contains the following gems matching 'view_component':
[...]

2.6.6 should actually be 2.66.0.
