Investigate IE / JAWS favorites compatibility #899

When I checked the first item, my screen reader reported "saving" which is good. When it was finished saving, it reported that the checkbox is unchecked, when, in fact, it is checked. This may be an Internet Explorer and JFW issue. Then, when I look at the checkbox, it reads "in bookmarks bookmarks checked." There may be duplication in the labeling. Both "Gender, social Structure, and Empowerment" and "Side Dishes" are now checked.

@mejackreed moving out of 7.0 to 7.x, let me know if this is a blocker for 7.0.
