replace bootstrap-tagsinput dependency #2890

The vendored version is 0.3.9. We could upgrade https://www.npmjs.com/package/bootstrap-tagsinput

The mdbootstrap github repo seems to have been cleared and it now points at https://mdbootstrap.com/freebies/ (the name changed to "chips" https://mdbootstrap.com/docs/standard/components/chips/). The most recent version in NPM is for Bootstrap 3, so we may want to replace so we can upgrade to bootstrap 5.
