[cmangos] Dispel spells on allies #54

You can cast targeted dispel spells such as Dispel Magic, Devour Magic and Cleanse on allies without them suffering from active debuffs. You should be only able to cast these spells in case the ally is affected by a magic effect.

I'll add a point Kalo made about this bug being engaging to use, and rewarding for those who are able to time their dispels just as a cc lands on them.

However it might be a bit overpowered, or simply imbalanced. There's also to consider that you already have multiple methods of avoiding cc. (skull/cloak, etc)
