Remove the `ctl` component from OpenShift certification #9424

We no longer attempt to certify calicoctl for OpenShift; remove it from the certification script to prevent unnecessarily test failures.

Honestly, I have no idea. The certification process is very intertwined but I'm not familiar enough with it to answer.
