[v3.29] fix migration #9494

Description

Backport change to embed CRDs in libcalico-go automatically (to avoid omissions in future).
Fix that tiers weren't migrated.
Add tests to verify that all resource types are covered.
Clean up unused resource names. Fix formatting.

CI failure (timeout in cni-plugin windows test teardown) is unrelated to these changes. Force-merging.
