Consider 1.24.0 being the last release of the operator #574

The Contour operator has been minimally maintained for over a year now. Its functionality has been superceded by the Gateway provisioner within projectcontour/contour (see design doc), and the Contour maintainers expect this to be the path forward for dynamic provisioning of Contour instances, espcially now that Gateway API has moved to a stable v1beta1 API. We have also met all of the criteria laid out in https://github.com/projectcontour/contour/blob/main/design/automated-provisioning-design.md#design for stopping maintaining the operator. As such, I'd like to propose 1.24.0 being the last release of the operator.
