Error: using create_wbs_element before declaration in v8.0 #12

The Id : project_wbs.create_wbs_element is being used in project_wbs.edit_project form before its record is declared. Fresh installations are breaking.

Related to demo data (that I didn't follow at all while the work was in progress). It should be OK now.
