notebooks from docs appear to be out of date

When you clone the glow repo and upload notebooks, they work fine, for example using the databricks-cli:

databricks workspace import -o /Users/williambrandler/Documents/databricks/git/glow/docs/source/_static/notebooks/etl/lift-over.html /Users/william.brandler@databricks.com/demo/genomics/glow/etl/lift-over --profile demo --language PYTHON --format HTML

But when you import the notebooks via the docs,

https://glow.readthedocs.io/en/latest/_static/notebooks/etl/lift-over.html

^it appears this is out of date

this is resolved by bumping the default branch in readthedocs
