What changes are proposed in this pull request?

Resolved Databricks ES-257648 by installing dcs-wsfs.init to /databricks/scripts/

Enabled ganglia for Databricks Container Services by deploying a compatible ganglia configuration

How is this patch tested?

Tested Glow pipelines end to end on Azure and AWS
