Halt Hail tests

What changes are proposed in this pull request?

Hail-IS made some changes that are breaking the Hail tests in projectglow. Switching off these tests until someone can fix Hail.

@williambrandler can you 'bump' the checks as the test seems to be 'stuck'?

@a0x8o I think there's something wrong with the circleci setup as the tests are not being triggered at all, can you take a look into this please?
