[SPARK4] Finish migration to github actions #606

What changes are proposed in this pull request?

Fix conda environment caching
Run Spark 4 tests only if requested (this should be changed when Spark 4 is released)
Add notebook tests. They can only run on master for security reasons because pull requests don't have access to repository secrets.
Remove circleci config
