Add JS docs for Sphinx documentation #331

I can't finish this, I find it a bit over the top to need nodeenv, npm and finally jsdoc to build the documentation.

Since this is largely an abandoned PR and we are trying to sort out the develop branch and prune branches in this repo that were personal, I'm closing this.
