aprs gw should parse the source path better #60

After receiving feedback, we should make the uploader_callsign the callsign that received the packet, rather than the full path. We should break the path the other digipeaters into other fields.

APRS-IS uses q constructs : http://www.aprs-is.net/q.aspx
