Decimation settings for amateur telemetry endpoint #68

I think we can wind the decimation back on the longer history settings on the amateur telemetry API. There's a lot less data to work with. Maybe test how much data is sent with no decimation for 1 day history?

I set 3 days to 10 seconds, but its still a bit slow. will see how it goes.
