Burst Calc

• Need to update terraform with the cloudfront distro changes required for adding burst calc
• create pipeline for building the burst calc project and uploading to s3
• probably switch from s3 websites to something more reasonable and remove public s3 access to the objects
• import s3 bucket into terraform
