I am also having this problem, my company has two related tenants. We use one primarily, including all our accounts but have a second tenant with some legacy resources. We register as guests in the legacy tenant, so not being able to use Resource Explorer as a guest account does mean additional admin overhead. To manage a separate member account in the legacy tenant. Is there an explanation as to why guest access has been disabled?
Same here, we use guest accounts and resources.azure.com return an HTTP 403 access denied when I switch to another tenant where I am a guest.
As this resource explorer does show much more than the resource explorer build into the azure portal. It is actually a useful tool if it works. But I am currently not able to use it, as I would need to login with a guest account. For me details see: #357
Therefore please support again guest accounts.
