CA-signed cert for CI #35

Currently, we use a self-signed cert generated through BOSH+Credhub.

This works, but causes browser sadness. It may also be breaking status badges on Github.

Intention is to use a "proper" certificate. This might either be an existing certificate available for CI domains, or a certificate provided via Cloudfront.
