Add job and resources to build, store and version riff CLI #51

The riff CLI is no longer a shell script in the main projectriff/riff repo, but is a Go program living in the projectriff/riff-cli repo.

As it is used in several places, it should be built once. To ensure build consistency, it should be versioned and stored.
