Ubuntu-based Docker builder image #9

The Alpine-based Concourse Docker image causes an incompatibility with Google's Protobuf. As a result, sk8s cannot be built and Dockerized on that image.

As a workaround, create a Ubuntu-based image for Docker builds.

Closing, as the Concourse build has been switched to use the Concourse Docker image resource for all Docker builds (see https://github.com/pivotal-cf/pfs-ci/commit/a2d55950147d6a8446e018cbcb9c3e1e2a632045)
